How many attempts do I have to pass the course final proctored exam?

The number of exam attempts varies by state requirement and license type.

Many states for appraisal pre-licensing and upgrade exams have three attempts. The only exceptions are Florida, Georgia, and North Carolina, each of these states only allow 2 exam attempts.
